EPRA and KEBS compliance: what a commercial LPG reticulation approval actually requires
26 September 2026
A practical walkthrough of the licensing, design and inspection evidence Kenyan developers must assemble before a piped gas system can be commissioned.
Every piped LPG installation we hand over in Kenya passes through the same three gates: a licensed design, a licensed installer, and a documented inspection trail. Developers are often surprised by how much of the work is paperwork rather than pipework.
The design gate
Before any trenching starts, the system needs a sized design: peak simultaneous demand, pipe diameters, pressure drop across the longest run, regulator staging, and the safety distances around the bulk vessel. This is the document that EPRA, the county fire officer and your insurer will all ask for. A quotation is not a design, and a bill of materials is not a design.
The installer gate
Pipework, vessels and appliances must be installed by personnel working under a licensed contractor, using materials with traceable certification. Copper to EN 1057, steel to the relevant ASTM or BS schedule, approved fittings, and regulators rated for the working pressure you designed. Keep the mill certificates. On audit day, an uncertified elbow is as much of a problem as an undersized main.
The inspection gate
Pressure testing, leak testing, purge records, commissioning sheets and an as-built drawing set. NEMA considerations apply where the works disturb ground or affect neighbouring occupancy, and county fire approval is usually the last signature before gas is introduced.
What this means for your programme
Allow calendar time for approvals, not just construction time. On a typical estate reticulation we plan design and approvals as a distinct stage ahead of mobilisation, so the site team is never waiting on a signature. Where a project is already underway without a sized design, the retrofit cost is almost always higher than doing it in sequence.
If you are planning a residential, commercial or institutional gas system and want the compliance path mapped before you commit to a budget, our engineering team can produce a feasibility study and compliance checklist for your site.
